10 It might then be helpful if the Hong Kong owners were asked to explain their proposals in outline, although it would be advisable to make clear that the

more detailed discussions will be held with Mr Rawlinson

and with British Shipbuilders.

Without going into detailed discussion you might give a welcome to the proposals and say that they seem to provide a useful basis for further talks.
