1. At the meeting of the Standing Committee of officials on Hong Kong on 7 February, at which Mr Smith and Mr Hall were present, it was agreed that Ministers should be informed of the Hong Kong Government's investments in South African stocks.

I attach a draft submission based on Mr Smith's minutes of 25 and 26 January and 7 February, Mr Reid's minute of 28 January and Mr Hall's minute of 4 February (most, though not all, of which were copied to the Departments concerned). I should be grateful for urgent comments since Lord Goronwy Roberts should be aware of the matter before he leaves the office on 18 February for the Committee on Invisibles Meeting in Manila and, more specifically, thaccourse if the recommendation in the draft submission is accepted, Lord Goronwy Roberts himself would raise the matter with the Governor of Hong Kong when he passes through Hong Kong on 19 February.
