short-term basis, and about any other financial matter on which I might

reasonably be expected to wish to comment or might say from ti e to time that I would wish to comment (the Colonial office to be informed as long as possible before the relevant expenditure is authorised or practice introduced).

(b) On the formal side, irrespective of any demi-official corrcepondence on the ne subject, I should receive correspondence on the following mettern for my formal consideration:

all financial legislation, in accordance with the Royal Instructions, and, with the Appropriation Ordinance, copies for information of the estimates as approved by the Legislative Council and of the presentation speeches made by the Governor and Financial Secretary to that Council;

any proposal for expenditure involving important new issues or variations of financial principle;

the proposed terms of issue of any Government loan of more than one year's maturity; and

(iv) any proposal on currency, banking or

related subjects.

4. Subject to any observations which you may wish to make I should be glad if the arrangements described above could bo brought into effect as soon as this despatch has been received and studied.
