Thank you for your minute of 22 September about the exchange of correspondence you have had with the Acting Financial Secretary in Hong Kong. It is a pity that you have not been able to get any constructive dialogue going. On the other hand, we cannot really force the Hong Kong Government to exchange views if they do not want to.

2. I will talk to David Jeaffreson when I go to Hong Kong next week but I am not hopeful that I will be able to get anything started.
