I submit the Report of the Finance Committee on the draft
Estimates of Expenditure for 1977-73, referred to it for examination

We interviewed the following officers under Standing Order
No. 60(0)
The Director of Audit
The Director of Education
The Director of Medical and Health Services
The Secretary for the Civil Service
The Director of Public Works
The Director of Social Welfare
The Director of Urban Services
Head 23 Audit Department

We enquired whether the Director would be able to undertake
full audit in areas where there has been restricted examination
because of staff shortages and were informed that the provision
was sufficient to enable an audit review of subvented organisations
in addition to a full normal audit of Government departments.
Head 32 Education Department
We were informed that the lower enrolment in Government
and aided schools for fishermen's children did not mean there was
difficulty in getting children of boat-people to attend schools but was
the result of population movements. We were also informed that
the current scale of special education did not justify setting up a
