Mr Smith has shown in a separate minute, that a study might be done of the implications for Hong Kong of an outflow of capital and labour from Taiwan. It would now be for FED in the first instance to advise whether they thought it would be useful to seek to mount such a study. I said that HKGD, FED and Research Department had initially been doubtful whether a study could usefully be done.
