Canada imposed GATT Article XIX global import quotas on fifteen categories of clothing three of which were, in whole or in part, covered by the ad referendum Hong Kong/Canada textile agreements concluded on 6 August and 11 October 1976 respectively.

Hong Kong participated in the GATT Textile Committee meeting and was invited to sit on the Textiles Surveillance Body in 1977.

An ad referendum Hong Kong/Norway agreement was concluded restraining Hong Kong's exports of certain cotton, man-made fibre and wool textile products for one year from 1 January 1977.

The EEC extended the coverage of its Generalised Preference Scheme for 1977 to include some Hong Kong textiles. Leather footwear remained excluded.

The meeting of the OPEC ministers in Qatar concluded price increases which resulted in a two-tier price for nil: eleven of the 13 members agreed to raise oil prices 10% from 1 January 1977 and by a further 5% en 1 July 1977; while Saudi Arabia and the United Arab Emirates will raise their prices by only 5% w.e.f. 1 January 1977.
