the guide lines now presented do point in a satisfactory direction, e.g. that revenue is to be raised as equitably as possible between particular classes and groups of tax-payers.

7. We were a little concerned that there was little mention of

the Report of the Inland Revenue Review Committee (it is briefly mentioned at pp 184/185). We accept that there has been little

time for consideration of this and we have noted that the

Committee to study the Report will be set up and will work during the next five or six months. However, there is some concern that it could apparently be 1980 before any significant tax reforms

take place.

8. You may be interested in Lord Goronwy-Roberts' comments on your two groups of telegrams. On the first group "there is no theme, and certainly no redistributive effect. Our emphasis on education has had an effect". On the second, "I am uneasy about the emphasis on difficulties in the way of achieving the increase on social services spending".
