1. The Governor of Hong Kong has sent a preview of the 1977 budget. I attach for your consideration a draft submission to
Lord Goronwy-Roberts.
2. I apologize for the state of the draft but Lord Goronwy-Roberts will be passing through Hong Kong on 19 February.
It is
essential that he should be briefed on the budget before he sees the Governor and therefore he should have this submission by Wednesday, 16 February. I should be grateful therefore for your comments by close of play on Tuesday, 15 February.
