1 The Governor of Hong Kong submits at E 1 a copy of the Annual Report and of the Director of Audit on the Accounts of the Hong Kong Government for the year ending 31 March 1976, together with the comments of Finance Branch of the Government Secretariat on that report in accordance with Colonial Regulation No 267. I should be grateful for any comments that you may wish to make on these submissions.

The audit report raises a number of points of substance but the comments of the Finance Branch suggest that they are receiving attention. So long as the local dialogue continues in this way, I would not suggest a need for further action here, except perhaps to show interest by way of a suitable acknowledgment.

2. In demi-official correspondence on other matters the Director of Audit has sent me for information the enclosed extracts from the Hong Kong press on a proposal to set up a Public Accounts Committee in the territory. Would you kindly return them in due course.
