1. I am most grateful to you for sending me a copy of your interesting notes on this and on the research project proposed by Unger of IDS, Sussex University.

The latter docs coune some concern here. Firstly, when in Hong Kong recently I discussed this project with our Assistant Political Adviser (Drace-Francis) who told me he had his doubts|

and he has, I understand, written to ODM accordingly. Secondly, we do algendy have available (for those who have the required security clearance) from the Special Branch in Hong Kong Situation Reports which do include information on the economic and social position in neighbouring Chinese towns and villages. Thirdly, and you have possibly covered this aspect, DEI at HOD (Miss Church), in addition to our own Research Department, would, I am sure, like to know how this project developu. Finally, our Far East Department cannot trace any earlier papers on this subject and would like to be kept in the picture.
