I enclose an application for a research grant submitted to the SSRC and I should be very glad to have the views of the Foreign Office on it. They will be circulated in confidence to the relevant members of the Council and its Committees. There are SIX main points on which we should like your advice:-

What restrictions or problems, if any, are there which the investigator might encounter in gaining access to or in conducting research in the country concerned?

Can these restrictions and problems be overcome and if so in what ways? What further suggestions, advice and warning concerning the problems of working in that country should be offered the investigator if the application is supported?

Does the proposed research duplicate any other research (not mentioned by the applicant) which you are conducting or which you know of?

Does the research have any policy implications for your Department and would it be interested in the results?

What information of facilities, if any, under your Department's control which are relevant to the proposed research could you offer to the applicant?

Do you have any comments on the proposal as a piece of research?

We should be grateful for any advice the Foreign Office can give on all or any of these points, together with any additional comments you wish to make. It would be helpful if your reply could be typed on the attached sheet on which the date for return is marked. If you have no information to report or comments to make, we would still appreciate your notifying us to this effect. We will let you know the outcome of the application when a decision has been made.

A copy of the application has been sent for information to the Social Research Co-ordinating Unit.
