My comments on the six main points specified in your letter are as
follows:
(1-2) The research project concerns conditions in a Chinese village,
details of which are to be ascertained through interviews with
emigrants from that village who now reside in Hong Kong. As the
applicants acknowledge, scholars very rarely have had access to
China's countryside to curry out such studies, and the applicants
do not suggest that the Chinese Government is likely to grant them
permission for a visit. Mr Unger's nationality and place of birth
are not stated on the application. However, he will probably need
to obtain a residence visa from the Hong Kong Government in order to
carry out the project. While it seems inappropriate to consult the
Hong Kong Government at this stage, if the Council should decide
that the project is worthy of support, it would be advisable to
consult the Hong Kong Government before communicating the decision
to the applicants.
(3) No duplication. The proposed research represents an extension
by the lifplicatis
of research already done (see '6' below).

(4) The proposed research would have no policy implications for
the FCO and no relevance to conditions in Britain or Hong Kong.
Hence, the FCO could not support the proposal by reason of interest
in the subject.
