The Minister recently expressed interest in the levels of British aid going to our various recipients and we were asked to produce a table setting out details of the total of British aid being provided to the countries concerned on a per capita basis.
2. I am sorry that the production of this information has been delayed: tables are now attached. For convenience the order followed is that set out in the attachment to CM 8 (Summary Information Charts on Developing Countries), and the details provided are based on the disbursement allocations shown in the current Aid Framework. To the extent that Aid Framework disbursements for 1976-77 may not be fully achieved, in respect of certain countries, the "total aid per capita" figures may prove to be slightly inaccurate: but they will give a reasonable enough indication of how qur aid to a particular country relates to the number of inhabitants.

I need draw attention to only one peculiar, but predictable, feature: that is that, with the exceptions of Gibraltar and Belize, all recipients where total aid per capita reaches £10 or more are small islands, for the most part still British dependencies. The most glaring example amongst such recipients is the Falklands with
a per capita figure at present of £1,555.50. In the same group the most favoured independent recipient is the Seychelles, with a per capita figure of £113.83.

I am sending copies of this note and the tables to the Geographical Under- Secretaries concerned in case the Minister may wish to discuss particular programmes with them in the light of this information.
