I understand that the ODM have now started to consult geographical departments about levels of aid to be written into the next Aid Framework.

When the time comes for inter-departmental discussion of the completed proposed Aid Framework FRD are required to brief the FCO representative on JAPC and are therefore required to take an overall view. It would be helpful if geographical departments could consult FRD during the present preliminary phase of the Framework exercise to enable us to ensure that the ÖDM cannot later succeed in playing off the views of one geo- graphical department against another.

3. I should be grateful therefore if departments receiving proposals, written or oral, from the ODM would let Mr Herdman (4016, room G 62A/G) know immediately. It would be wisest not to offer any comment to the ODM until we have been able to have a look at how the proposals fit into the whole Framework.

This is particularly important this year since

(a) the aid budget has been cut by £50 million for the

next two years (1976 prices), and

(b) it is becoming increasingly important to ensure that

the ODM leave sufficient margin to enable the aid programme to finance commitments arising out of the North/South Dialogue.
