Internal ODM discussions on the new Aid Framework were completed on 4 April. The next step will be circulation of our draft proposals to JAPC for discussion on 6 May. Until JAPC have been able to consider and approve our Framework proposals, there is no agreed basis in Whitehall for future years other than that already existing in last year's Aid Framework. However, OIM departments will need to operate for 1977-78 on the basis of the figures agreed at the meetings on 1 and 4 April and the attached papers, including a record of those meetings, are therefore circulated to all Heads of Department so that they can see clearly where changes have been made from the proposals put forward by them in response to my circular minute of 9 February.
