4. These figures mask considerable geographical differences. We have so far had most success in Africa, where a high proportion of our aid is poverty-focused. We have had less success in parts of Asia, particularly the sub-continent, as a result of difficulties in finding suitable projects, of local cost constraints, and the existing of well developed local skills which reduce the scope for external assistance. The same factors, along with a tapering capital aid programme, have restricted the operation of the new strategy in Latin America, though we are having some success in overcoming them where we still provide capital aid.
5. Since several other donors are working with similar strategies,
some more detailed analysis of the problems we are facing may be useful, and is included in section IV on policy regarding the basic
needs strategy.
