I attach a draft copy of the UK Memorandum to the DAC; I should be very grateful for any further comments (to Mr Wickstead, E645, please) by close of play on Thursday, 19 May. Nil returns will be taken to indicate no comment.
2.
The Memorandum has also been distributed for comments and any necessary further clearance to other Whitehall Departments.
3.
Some small inconsistencies of heading and numbering will be ironed out when any further comments have been received; comments can confine themselves to the actual substance of what is said.
