Tamar is complete. The higher jurisdiction over the LEP Division is not seen as justifying the continuance indefinitely of a junior Captain as SPNO but a matter for the normal chain of command. There is thus a case for a progressive reduction in the rank of the SRNO, as with the Royal Air Force, and the appointment of a Commander as SRNO and a Lieutenant Commander as Senior Squadron Officer.

Recommendation

It is recommended that:

The decision to appoint a Wing Commander as SRAFO Hong Kong be confirmed.

a.

b. The SRNO Hong Kong should be in the rank of Commander once the move to HMS Tamar is complete.

The Hong Kong Squadron should be commanded by a Lieutenant Commander.

c.

It is further recommended that the implementation of these appointments, if agreed, should be in the following sequence:

The appointment of a Wing Commander as SRAFO designate from February 1978.

The retention of the present Group Captain in the post of CRAF until June 1978.

c. The replacement of the senior Captain in the post of CAPIC by a junior Captain from March 1978 to June 1979.

d. The appointment of a Commander as SRNO from June 1979.

The replacement in due course of the Commander Hong Kong Squadron by a Lieutenant Commander.
