1. The tri-Service garrison of Hong Kong is rapidly approaching the manpower ceilings laid down in the seven-year Defence Costs Agreement (DCA) which became effective from 1 April 1976. With planning now well advanced for the move of Headquarters British Forces into HMS TAMAR and the RAF's move to Sek Kong, CBF Hong Kong has thought it necessary to review decisions previously taken about the senior Royal Navy and Royal Air Force posts in Hong Kong with a view to confirming the command structure for the remaining period of the DCA.

The attached paper by CBF Hong Kong recommends the rank levels for the appointments and the sequence of their implementation which he considers to be necessary. In his covering minute CBF Hong Kong has acknowledged that this paper does not have the full support of CAPIC and CRAF whose views as to the ranks of their successors are known to their respective, Cs-in-C. It does, however, particularly in paragraphs 6 and 16, reflect the views of HE The Governor and Commander-in-Chief Hong Kong.

Unless I hear to the contrary by telephone (Ext 6284) by noon on Thursday 15 September, I shall assume that you have taken. note of the attached paper and agreed its recommendations and will inform CBF Hong Kong accordingly.
