The date of 1 April 1977, which was included in paragraph 12 of the DCA, represented a compromise between our wish to be able to call for reports at any time after the DCA came into existence and the MCD's view that such reports should not be called for until after the agreement had been in force for a year or two. We certainly wish to keep open our options
on a review at some future date, but like you I would prefer to wait until after the garrison has moved to its new buildings and had a chance to settle down there.
