CHINESE POLICY ON HONG KONG

1. Thank you for your minute of 11 November proposing that you should prepare a background paper on Chinese policy towards Hong Kong.

2. I agree with the analysis in your paragraphs 2 and 3 of

This being so, likely developments over the next decade or so. it would certainly be useful to have ready for use at any time the sort of background reference paper outlined by Mr Walker. 3. You may already be aware that the Assessment Staff are also about to up-date their own background paper on "The Threat to Hong Kong" (last revised in 1973): Lr walker himself, in his new role, will be closely involved in the work on this.

4. I have discussed your minute with ir Samuel of FED who agrees with the above. He has suggested that Peking and Hong Kong should be told of the exercise and kept in touch with the developing draft.
