POLICY TOWARDS CHINA

I attach a first draft of the paper commissioned by the Secretary of State and Defence Secretary. I am conscious that it is very much a first draft at this stage, but the important thing is to get it out. When you have read it, I should be grateful if we could have a word about its future handling how much work we do on it in the Office before sending it to the MOD. You will note that it does not exactly follow our agreed outline but I think covers all the ground in it.
