That this House welcomes the policy statement of the NEC of the Labour Party con- tained in 'Labour's Programme for 1976 on Hong Kong, accepted at the Party Con- ference at Blackpool, concerning the inequitable distribution of wealth, the restriction of free trade union activities, the banning of political parties and the lack of adequate social services; calls upon the Government to insist on the application of ILO conventions ratified by Parliament, that urgent and substantial reform be made in education, bousing, social welfare, labour and New Territory spheres; and rejects the view that China's possible concern for developments in Hong Kong prevent any real social or democratic advance being made in the Colony.

Line 3. leave out from 'Blackpool' to end and add as presenting a prejudiced and ill-informed appraisal of the situation in Hong Kong which contrary to Socialist miscon- ceptions enjoys a higher average standard of living and per capita income than any country in Eastern Asia except two other bastions of free enterprise, namely Japan and Singapore, and which enjoys a stability in its currency value and its rate of inflation that the present Chancellor of the Exchequer of Great Britain would sell his soul to obtain '.
