SOCIAL
EDUCATION
1. The Governor of Hong Kong, at the opening of the current session of the Legislative Council, announced a new and special emphasis on labour legislation and social welfare. In education he announced measures to achieve assisted places for three years of secondary education for all primary school leavers by 1978, and that by 1980 the effective school leaving age in Hong Kong would be 15. He also announced a substantial expansion of technical institutes, the polytechnic and the two universities.
HOUSING
2. The Governor of Hong Kong announced, at the opening of the current session of the Legislative Council, that building of subsidized public housing now providing for about 100,000 persons per year to be 170,000 by 1978/9 and 224,000 by 1979/80, and to be maintained thereafter at over 200,000 per year. He also
announced a Government subsidized home ownership scheme for lower
income groups.
