POLICY TOWARDS CHINA
Thank you for your letter of 25 November about our outline for the China paper. I now enclose the first draft of the full paper for your consideration. I think you will find it self- explanatory. I have suggested a couple of extra annexes which, however, we have not yet drafted. If you agree that they would be useful, I think it might be for the MOD to do so.

The draft has been seen by several departments in the Office, including FED, and incorporates comments from them, but not all concerned have commented so the draft should be seen very much as a working draft without any particular final FCO stamp of authority even at official level. It would be very helpful to have your comments and those of other recipients of this letter the more they can be in the form of suggestions for drafting, the better.
3. My idea is that it might be useful to have a meeting to discuss the next version, which would incorporate everybody's comments, but if you think an earlier meeting would be helpful please let me know.

4. With Christmas coming up, we face an inevitable hiatus. would be helpful if we could have your comments by the end of next week, which should enable us to produce a new version immediately after the Christmas holiday.
