Dear Sir Denys,

We acknowledge receipt of your letter of 13 July, 1977 replying on behalf of Lord Goronwy-Roberts, Minister of State for Foreign and Commonwealth Affairs, to our three docu- monts handed to him on 26 April, 1977. The above reply has been camfully studied and discussed by the Kuk's members whose opin- ions are as follows :-

We are pleasud to note that you have agreed with what we said in one of the documents that the New Territorios is presently in urgent need of social reform so as to improve the people's livelihood and to reduco conflicts between the Government and the people. Based on the same principle, we believe that all problemas concerning the New Territories may be solved by meuns of studies and discussions between the Government and the Heung Yee Kuk. The Government and the Kuk should join efforts together in such research until reasonable and perfect solutions suitable to, and acceptable by, both the Covernment and the New Territories poople are found. However, it is only to be antici- pated that there are, and will be, problems which would not be solved satisfactorily, We believe that, before such case happens, a good way should be sought so that the people's actions in the future could abide by it.
