Considering the unique situation of the New Terri- tories in Hong Kong, we strongly feel that the N.T. residents should have the right to insist for a change in the social systems in Hong Kong insofar as the New Territories is concerned. At the present time, economi- cally they are still being deprived of their right to freely utilize their land resources; and politically they are still without the opportunity to participate in the enactment of the laws in Hong Kong. We are sure that, once this state of affairs is brought to light, the British people, whether in office or not, will certainly give us their concern and support.
The information contained in this pamphlet does not aim to complain or to argue. It is based on facts so that the British people may judge whether or not this special area, known as the New Territories in Hong Kong, with its population of 1,150,000, and 360 sq. miles of land, should be subject to the establishment of a fair social system to replace the out-dated policies and laws handed down from the Colonial days,

The reformation of the society in the New Terri- tories is a strict test for both the Hong Kong Govern- ment and the British Government. We need to have in Hong Kong a Government which is formed upon solid foundations. Therefore, the motive of our delegation is to prompt the Hong Kong Government to march on to a really demoncratic path, whereby its new policies and new legislations with be heartily supported by more and more people. As far as Britain is concerned, this will also be a glovious achievement.
Let a fair judgment be passed by the British people! We are earnestly waiting for it.
