Heung Yee Kuk Mr. Parry asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the Heung Yee Kuk's meeting with the Minis- ter of State concerning New Territory matters in Hong Kong.

Mr. Christopher Price asked the Secre- tary of State for Foreign and Common- wealth Affairs whether he will now issue a commentary on the Paris Communiqué of July 1977 on the New Hebrides, stat- ing precisely what powers would be handed over to the new assembly, at what date and what limits would be put on the resident Commissioners' power of veto.

As my hon. Friend will be aware, my right hon. and noble Friend the Minister of State, Foreign and Commonwealth Office, met the delegation on 26th April. During the meeting, which was cordial and constructive, the delegation presented a petition on various aspects of the Hong Kong Government's poli- cies with regard to the New Territories of Hong Kong. The Hong Kong Government have since sent a reply to the petition on the Minister of State's behalf ".-[Vol. 936, c. 510- 11.]

New Hebrides

Mr. Christopher Price asked the Sec- retary of State for Foreign and Common- wealth Affairs (1) if he will now agree to include all those permanent residents over the age of 18 years in voting rights for the forthcoming elections in the New Hebrides:

(2) if he will put forward alternative propositions to that of power sharing for the New Hebrides Council of Minis- ters, in the light of the failure of this proposal to gain acceptance.

Mr. Luard: The decisions on the voting age qualification and on power sharing were reached after full discussion with the New Hebridean representatives who attended the Anglo-French ministerial talks in July. Any amendments to the agreed conclusions could only be made with the concurrence of all the parties concerned.

Mr. Christopher Price asked the Sec- retary of State for Foreign and Com- monwealth Affairs in view of the difficul- ties that have arisen in implementing the July Paris Communiqué on the New Hebrides, what plans he has now for resolving the constitutional deadlock in the Condominium.

Mr. Luard: It remains the intention of the French and British Governments to implement the decisions made at the ministerial talks held in Paris in July.

Notes between the French and British Governments signed in London on 15th September. The exchange will be pub- lished in the Treaty Series as No. 106 (1977) and will be laid before the House about the end of November.

Gibraltar

Mr. Wall asked the Secretary of State for Foreign and Commonwealth Affairs what are the plans for the people of Gibraltar to participate in the elections for the European Parliament.

Mr. Judd : There is none.

Chile

Mr. Canavan asked the Secretary of State for Foreign and Commonwealth Affairs what recent visits to Great Britain have been made by representatives of the Chilean Government.

Mr. Rowlands: The only representa- tives of the Chilean Government who have recently visited Britain in their official capacity are a member of the Chilean Permanent Delegation to the United Nations; the Chilean Ambassador to the United Nations in Geneva; and the Chilean Delegation to the Ninth Antarctic Treaty Consultative Meeting.

Mozambique

Mr. Gow asked the Secretary of State for Foreign and Commonwealth Affairs whether he will pay an official visit to Mozambique.

Mr. Rowlands: My right hon. Friend has at present no plans to do so.
