And we believe we should jointly seek to establish a fair system. that this is in the same spirit as what the British Prime Minister, Mr. Jaunes Callaghan proclaimed in his opening address to the Commonwealth summit on ference on 2 June 1977 in which he said that the policy of both the United Kingdon and the Commonwealth is to deep-rootedly and unshakably believe in personal human rights and the right of every one to live in equal conditions.

The New Territories heung Yee Kuk is a statutorily appointed advisory body with a constitution so framed as to ensure that it will as far as possible be truly representative of in- formed and responsible opinion in the New Territories, excluding New Kowloom. We believe that, when the Heung Yoo Kuk Ordinance vas being drafted, the Government purposaly included in the Kuk's ne nbership two categories of non-indigenous people, namely, the elected Special Councillors and the appointed New Territories Un- official Justices of the Peace.
