All the instances mentioned above are obvious facts. The New Territories Heung Yee Kuk bears the tasks of improving the living condition of the New Territories inhabitants, creating chances for their education, increasing medical services and fostering recreational activities, The opinions voiced by the Kuk today tally with the desires of every N.T. inhabitant.

What is the motive of the N.T. Heung Yee Kuk in organising a Delegation to London to make representations to officials of the British Government? It is because the Heung Yee Kuk has not yet gained the status of a New Territories Council. It is still merely a consultative body to the Hong Kong Government. There is no represen- tative from the Heung Yee Kuk to sit in the Executive and Legislative Councils. Moreover, since none of the Unofficial members of the two Councils are N.T. people, they are out of touch with the N.T. people's actual living condition and are unable to comprehend the extraordinary situation in the New Territories. Therefore, after the Kuk's repeated proposals to the Hong Kong Government have been turned down, the only alternative is to appeal to officials of the British Government in London.

The Heung Yee Kuk's present proposals for social reforms in the New Territories are in keeping with the needs of the present situation and in conformity with the desires of the people. They are listed separately in the attached appeal under the headings of "Leading Points" and "Artieles" for your kind consideration.

The N.T. people have to reform their own society and to create their own living condition to meet the demand of the extraordinary situation in the N.T.

For the past seventy-eight years, the N.T. has been subjected to economic exploitation by the Hong Kong Government's political swindle. However, the level of the N.T. people's politics consciousness has now been heightened and their national pride restored. Colonialism becomes the object of social reforms in the current trend. The opportunity is ripe for the Heung Yee Kuk to submit its proposals for social reforms in the New Territories in order to avoid conflicts between the Government and the people arising from the colonial system. This will have favourable effects on the relationships between China and Britain, between the overseas N.T. people and Britain, between Họng Kọng and the N.T. as well as between foreign investors and the N.T.
