NEW TERRITORIES HEUNG YEE KUK'S

DELEGATION TO UNITED KINGDOM

colonialism--enacted at the turn of the century. The unfair laws bear fruit to the unfair policies which the Hong Kong Government imposes on the New Territories. Today, the New Territories people are still leading an oppressive colonial life.

Established in 1926, the New Territories Heung Yee Kuk is the only organisation representing all opinions of the New Territories. Under the Heung Yee Kuk Ordinance enacted in 1959, cap. 1097 of the Laws of Hong Kong, it has become a statutory advisory body to the Hong Kong Government.

The membership of the Heung Yee Kuk represents all districts and consists of: (1) New Territories Unofficial Justices of the Peace who are Ex Officio Executive Councillors, (2) the Chairmen of the twenty-seven Rural Committees, who are Ex Officio Executive Councillors with their Vice-Chairmen as Ex Officio Councillors. There are also twenty-seven Special Councillors, seven of whom are elected from each of the three elective districts of Tai Po (admini- stering thirteen villages), Yuen Long (administering seven villagers) and Southern Districts (administering thirteen villages). Under the charge of the twenty-seven Rural Committees, there are six hundr- ed odd villages, the public affairs of which are managed by some nine hundred Village Representatives. As seen from the above, the Heung Yee Kuk is constituted on a firm framework with area-wide representation.

Both the New Territories Heung Yee Kuk and the Hong Kong

· people wish to have a harmonious, stable and prosperous society for the New Territories as well as for Hong Kong. It is only in this way that friendly relationship between Hong Kong, China and Great Britain can be genuinely maintained. The basis for reaching this goal must be made on reciprocal aid and reciprocal benefits so that the interests of various circles may be taken care of.

Hong Kong has entered a challenging era. It is even more challenging for the New Territories due to its extraordinary posit ion. The word 'Colony' is an ugly term in semantics and is now being discarded by champions of liberalism all over the world. Although Hong Kong has broken through the colonial barrier on the cultural area, ît is still dominated by the remnants of colonial rule in the political and economic fields. The major factor for social changes is the impact of new concepts against old systems. At this moment when changes are underway, planning for social reforms in the New Territories to follow the current tide and to reduce conflicts between the Government and the people becomes a principal and urgent task.
