Minister of State was prepared to meet the delegation but asking for clarification of the timing of their visit. The Hong Kong Government have now said that the delegation will be leaving Hong Kong on 23 April for a ten days' visit and that they hope to hold discussions between 25 and 27 April (Hong Kong telegram no. 276 of 15 March). Mr Parry is reported to be aware of this change of timing. The way now seems to be clear therefore to fix a time for Lord Goronwy-Roberts to see the delegation and to reply to Mr Parry's letter.
4. I submit a draft reply to Mr Parry. I have left it open to Lord Goronwy-Roberts' Private Secretary to write in a time (or alternative times) for a meeting, preferably between 25 and 27 April. The department will provide briefing in due course.
