The development programmes for the smaller towns do not consist entirely of the formation of land for sale or for the construction of public housing. The programmes will provide a balanced community, including schools, clinics, markets, police stations and recreational facilities as well as land for commercial and industrial use. Each programme will be carried out in phases, with each phase providing a full range of facilities for a planned level of population. The speed of progress depends on the resources available in each financial year.

The twelve locations listed above are the main areas in which an urban form of development is proposed. addition, the needs of other more rural areas are not overlooked by the Hew Territories Administration. For example, a develop- ment plan has been prepared for Sha Tau Kok; and the development of such areas as the Sai Kung peninsula and Lantau for recreational purposes is receiving high priority.

Your comments on the adequacy of medical facilities in the New Territories are noted. I understand that you have recently discussed Government's plans for the development of medical services with officers of the New Territories Administration and the Medical and Health Department. know, the programme set out in the 1974 White Paper provides for a regional structure, which should provide a significant improvement of facilities. I attach a note setting out existing medical facilities and proposed future developments at Annex A to this letter.

In your final paragraph you refer to deficiencies in water supplies and street lighting in the rural areas. I understand that you have recently discussed these problems with the Secretary for the New Territories who has explained the Government's plans for improving the situation. The phased system of development will ensure, so far as financial and other resources permit, that there is a balanced provision of housing, industry and all the necessary community facilities. I enclose a further series of descriptive Annexes setting out development details and programmes in various fields as real evidence of Government's intentions:
