Powers of the Secretary for the New Territories

5. The Secretary for the New Territories needs to operate as part of the Hong Kong administration in the same way as other senior officers. The New Territories are an integral part of Hong Kong and a unified administration is necessary if resources are to be used properly in the interests of the colony as a whole.

Extension of the Urban Council's Jurisdiction (see paragraph 10)

6. I understand that there is no intention of extending the Urban Council's jurisdiction.

Compensation (see sub-paragraph 6(a))

These are very technical matters and the Hong Kong Government has appointed a small committee to examine them.
