3. The Legislative Council should consult with the NEW TERRITORIES
AFFAIRS AD HOC COMMITTEE on any legislation affecting the
.T. The Committee's opinions are to be duly considered.
BALANCED DEVELOPMENT IN PULIC CONSTRUCTION
1. Transport facilities such as roads, bridges, ferry piers for
urban and suburban areas

milly important, Funds for village transport coustenstlong should be listed as a principal item in the Government's Annual Budget and examined by the Finance Commalttee of the Logislative Council.
2. Rocreational playgrounds for both towns and villages are to bo planned and constructed according to the basic needs. A park, a swimming pool and a stadium should be built in every district with 195,000 population.
3. A secondary school and a library should be provided in
evory village with an aren of R. square miles or with a population of 50,909.
4. Cultural and recreational centres should be established in
every town in the N.T.
VI THE SHARING OF THE PEOPENS FROM PULIC DEVELOPMENTS
1.
Ono district hospital Is to be built in each of the Eastern & Western parts of tho Now Territories and in the Islands District in the mid-eighties. Each of the district hospitals will have two auxiliary hospitals to cater for the increase in population to 2,500, 000 i the Now Territories in due course. Thore should also be an average of 5.5 hospital beds for every thousand peoplo. Eiergency medical services by means of air rescue waist be provided.
2. Provision of basic public services such as street-lighting,
highways, drinking water & electricity supplies for overy village is to be realised in the mid-eighties.
3. Standard public lavatorios shall be provided in every village,
market town and sconic Tesort aren, Efforts shall be made to reduce pollution as „vel a4 possible in proserving the natural environments.
