situation in the New Territories.
The New Territories have been subjected to economic exploitation by the
Hong Kong Government's political deception. However, the level of the New
Territories people's political consciousness has now been heightened and their
national pride restored. Colonialism becomes the object of social reforms in the
current trend. The opportunity is ripe for the Heung Yee Kuk to submit its
proposals for social reforms in the New Territories in order to avoid conflicts
between the Government and the people. This will have favourable effects on the
relationships between China and Britain, between the overseas New Territories
people and Britain, between Hong Kong and the New Territories as well as between
foreign investors and the New Territories. Heung Yee Kuk sincerely wishes that
the British Government could foster the spirit of FAIRPLAY as advocated by
Thomas Arnold so as to avoid disputes arising from colonialism. This is the
Heung Yee Kuk's most sincere appeal and most anxious wish.
