4. In removing villages for public construction, all the tradi- tional privileges of the villages should be retained. Their resite premises should be graned title deeds and not be reckoned as new grant lots. Otherwise, it will alter the villages' original status.

5. In the cases of clearances for public construction, licensed

shop-operators should (besides being paid a reasonable compensation) be granted special favourable terms to occupy shop units in public housing estates according to their type of business.

6. Villagers are contributive to community development. If their

villages are removed to make way for public construction, special medical service certificates should be issued to them. Those who are old, poor and sick should receive special welfare allowance while unemployed youths should be offered employment services like preferential treatment for the applications of driving licenses, hawkers and food licenses.
