3. The Legislative Council should consult with the NEW TERRITORIES
AFFAIRS AD HOC COMMITTEE on any legislation affecting the
.T. The Committee's opinions are to be duly considered.
BALANCED DEVELOPMENT IN PUBLIC CONSTRUCTION
1. Transport facilities such as roads, bridges, ferry piers for urban and suburban areas are equally important. Funds for village transport constructions should be listed as a principal item in the Government's Annual Budget and examined by the Finance Committee of the Logislative Council.
2. Recreational playgrounds for both towns and villages are to be planned and constructed according to the basic needs. A park, a swimming pool and a stadium should be built in every district with 100,000 population.
3. A secondary school and a library should be provided in
every village with an area of 10 square miles or with a population of 50,000.

4. Cultural and recreational centres should be established in
every town in the N.T.
VI THE SHARING OF THE PROFITS FROM PUBLIC DEVELOPMENTS
One district hospital is to be built in each of the Eastern & Western parts of the New Territories and in the Islands District in the mid-eighties. Each of the district hospitals will have two auxiliary hospitals to cater for the increase in population to 2,500,000 in the New Territories in due course. There should also be an average of 5.5 hospital beds for every thousand people. Emergency medical services by means of air rescue must be provided.
2. Provision of basic public services such as street-lighting,
highways, drinking water & electricity supplies for every village is to be realised in the mid-eighties.
3. Standard public lavatories shall be provided in every village,
market town and sconic resort area. Efforts shall be made to reduce pollution as uch as possible in preserving the natural environments.
