4. Villagers whose villages have been cleared for the Govern- ment's public development should be granted special Exten- sion Areas to meet the increase in population.

5. If the clearance of villages is carried out as circumstances require, the Government should provide resettlement prior to the clearance. But under special circumstances the clearance

may be carried out prior to resettlement.

6. The original inhabitants living within layouts should be granted permission to renovate or rebuilt their houses ih the event of damage by natural disasters.

III TO GUARANTEE LAND DEVELOPMENT VALUE AND PROFIT

1. Land value is raised as a result of town developments. Profits made from these developments should be enjoyed by the landowners while duties on the transactions can be collected by the Government. Based on the above principles, the value of land resumed within layouts of development areas should be one-sixth of the highest value of land sold by Government within layouts (according to recent records). The value of land resumed outside layouts of development· areas should be one-half of the compensation payable for resumption of land within layouts of neighbouring development areas. Holders of "Letter B" Exchange Entitlements should be privileged to choose freely and land available to them (excluding land set aside for specific use) as well as to exchange land inside the resumption areas. N.T. residents in possession of "Letters B" should have an equal chance as other people in land exchanges. The exchange is to be completed within a period of 2 years from the date of applic- ation.

2. The present exchange ratio of 512 for agricultural land

should he calculated on a fair basis. Premium will bot be charged, but a fee for land development and public construction may be introduced. Such a fee should be shared on the principle of averaging the Crown Land and private land within the layout.

3. Landowners whose land has been resumed by the Government but

receive no land in exchange should be paid a rent of 1 per sq. ft. per year until the land exchange is completed.
