STEERING BRIEF

1. Two subjects are likely to be uppermost in the Governor's mind: recent events involving the Hong Kong police, and the negotia-

tions in Brussels between the EEC and Hong Kong over a new Textile

Agreement.

2. The Minister of State may wish to tell the Governor of his concern that we were not kept in touch with developments in the Police Force between the demonstration of 28 October and the

announcement of the amnesty on 5 November. He may also wish to say that, although the grant of the amnesty was clearly within the competence of the Governor and although he realizes that the decision was taken in a hurry, nevertheless he wishes that the

Governor had consulted the FCO beforehand.

3. The Minister of State may also wish to say that while he welcomes the Governor's proposal to seek advice on strengthening the Hong Kong Police Force from Sir Colin Woods, HM Chief Inspector of Constabulary, he nevertheless feels that the recent events have shown that the Force needs an injection of new blood in the top structure. The Minister may also wish to say that he is concerned by the continuing absence of Chinese officers at the higher levels in the Force and suggest that an accelerated programme of promotion to senior ranks and an increased proportion of recruit- ment into the Inspectorate of local officers be introduced.
