Sir Murray MacLehose's meeting with the Secretary of State has now been re-arranged for 5.30pm on Wednesday 30 November. Since the original brief was drafted, there have been some further developments on the proposal to strengthen the organisation of the Hong Kong police (referred to in the second paragraph of section b of the brief). The Governor has had discussions with the Overseas Police Adviser, HM Inspector General of Constabulary, and Si and Sir Robert Mark, and active consideration is now being given to the possibility of an advisory mission staffed by H.M. Inspect- orate of Constabulary going to Hong Kong to consider and make proposals on how the problems of poor morale and lack of internal communication in the police can best be tackled. Consideration is also being given to the secondment of a number of middle level police officers from British police forces to Hong Kong.

With reference to your minute above, you will see that the Secretary of State has asked why the Governor has been having discussions with Sir Robert Mark, given the fact that you were against this. I imagine the answer is that discussion with Sir Robert Mark is a different matter from actually having him as Police Adviser in Hong Kong. Perhaps you could let me know if
this is in fact the case.
