HONG KONG: GOVERNOR'S CALL ON MR JUDD

1. I have now seen a copy of the brief submitted by Mr Jenkins for the call by the Governor of Hong Kong on Mr Judd today,

30 November. I have one additional comment and suggestion.

2. In paragraph 6 of the brief there is criticism of

Mr David Jordan, Director of Trade, Industry and Customs in Hong Kong, and the tactics adopted by his team. I would like to reinforce this criticism and to suggest that Mr Judd draws forcibly to the attention of the Governor the fact that the abrasive tactics adopted by Jordan and by the Hong Kong negotiators under his direction have proved and are proving thoroughly counter-productive. Since I first saw Mr Jordan in operation, I have myself been concerned about his tactics and manners and have drawn the attention of the Governor to my concern on several occasions. opinions have been greatly reinforced by the current round of negotiations and by the almost universally bad opinion of Mr Jordan which is held by British officials concerned with international trade negotiations in which Hong Kong has a part.
