Arthur Gavshon, Diplomatic Correspondent of The Associated Press, asked today if he could have an unattributable background

I talk with the Governor of Hong Kong while he is in London. said that I would register this request and make enquiries and let him have an answer in the next few days.

Although The Associated Press has important worldwide coverage I doubt whether we ought to recommend this request to the Governor in view of his current problems. I hear that the Governor has only agreed to attend the lunch given by the Diplomatic Writers on condition that he is not called upon to deal with questions on certain areas of his responsibilities, especially on corruption within the police force. In a general background discussion it would be difficult to avoid these areas and I should have thought on balance that it is not fair to ask the Governor to undertake such a briefing, but I should be grateful for your views.
