Lord Goronwy-Roberts (GR)
asked whether there had not been
time between the Hutchison House attack on 28 October and the
amnesty on 5 November for there to have been consultation with
the Foreign Office. He
agreed that the decision was within the
competence of the Governor.
Sir Murray MacLehose (MM) First signs of trouble were when ICAC was attacked by a small group of police on Wednesday 19 October. This involved presentation of a petition after a meeting of a few hundred men. The petition was about ICAC procedures and the formation of a junior police association. It was properly
put forward. It was a reasonable manifestation of the
that ICAC had caused in the police force. The size of the meeting was a little alarming. CP's assessment was that this
a blowing-off of steam and even a proposal for the march
was
unease
