1. Please see attached my minute to you and Mr Murray and the Governor's programme.

All three FCO Private Offices have asked for briefing by 5pm, 23 September.

3. You will see that, given the programme as it stands at present, it is theoretically possible for the Governor to return to Hong Kong on pm 28 September, Perhaps, if he goes then, direct from Brussels. I have spoken to Mr Attewell, News Department, and he has asked for a defensive line by am tomorrow. Perhaps I could speak.

Mr Stewart told me yesterday that we should have by copies of the most recent substantive papers on our negotiations with the Sultan of Brunei over the withdrawal of the Gurkha battalion stationed there. I have these at hand, along with the Governor's programme for November which at this stage is, of course, far from final.
