1. John Stewart has shown me the draft you gave him of the speech that you intend to use at the opening of the next session of LegCo. I understand that he suggested a number of amendments, particularly concerning your proposals for the future development of social protection in Hong Kong, the effects of your educational proposals on child labour and your economy, and the need for reference to consultation with representative industrial organizations in Hong Kong and that you will be bearing these in mind when you finalize the draft. I agree with John Stewart's suggestions and hope you will be able to modify your draft to take account of these.

2. I find your proposed programme generally impressive and I am particularly pleased that you think it will be possible soon to introduce free and compulsory education at junior secondary level.
