Thank you for your letter of 13 October letting me know
the details of the Governor's lecture to the RSA.
Unfortunately I shall myself be out of the country but I have taken soundings within the FCO and all of the following have expressed an interest in being invited:
JA B Stewart
WE Quantrill
J Thompson
M T Walsh CC Hayward I C Orr
CMD Hull
Miss RS Bishop
HC H Hainworth
J Mellor
G Feast

if so,
I do not know if this is more than you had in mind: I think priority should be given to the people from Hong Kong, Research and the Economists Departments.
Outside the FCO you might care to consider the London Chamber of Commerce and the Department of Trade (CRE 4, Jim Ashwood). It is quite possible that the latter may have some other ideas.
