(vi) Drugs. Lord Goronwy-Roberts could be advised to tell

the Governor that he is concerned about Hong Kong's image, particularly in the UK, as a result of the drugs problem and enquire how we might be able to help. would probably have to be subject to our first obtaining a Home Office/Scotland Yard view, as agreed at the Standing Committee meeting, on Hong Kong's performance in coping with the drugs problem.

(vii) Investment in South African Stock.

Again subject to a

submission that we are to put to Lord Goronwy-Roberts, it may well be that he should raise this matter with the Governor.

(viii) Possible New Appointments to LegCo/ExCo.

Before

deciding whether this point might be included in the brief, I think we should first check which members of the two Councils are due to retire this year.

(xi) Turner Study of Labour Relations. Lord Goronwy-Roberts

may have to be advised to inform the Governor that Professor Turner's study will have to be sent to the TUC (and the CBI) in view of the clear undertaking to this effect given in the Secretary of State's letter to the

General Secretary of the TUC on 24 May 1976.

It may be that some of these points, eg nos. 5 and 8, should be left over for Mr Murray's/Mr Stewart's visit.
