Royal Society would be prepared to provide a paper on this subject in, advance of the meeting and would welcome FCO comments upon it in the course of discussion.

(b) Theme II might relate to the concept of scientific

contacts leading to eventual economic and commercia benefits to the UK, with particular reference to countries such as those in the Middle East. The FCO would be asked to provide a paper to form the basis of discussion which again would be shown to the Royal Society in advance of the meeting.

Theme III might be the role of science in the post- Helsinki/CSCE context. Lord Todd, President of . the Royal Society, would report on his recent visit to Academies in the Soviet Union and would provide an account of how scientific contacts have gone since the initial CSCE talks in Helsinki.

5. The usual format for meetings with the Royal Society has been for the Minister of State to chair a meeting in the FCO, starting at about 11.30 am, followed by lunch, usually at 1 Carlton Gardens, for a small number of senior Officers of the Royal Society and FCO officials.

6. If Mr Judd feels able to agree to another meeting being arranged on the lines of the above, a suitable time would be early in the New Year. The Royal Society, would prefer it to be on 11 January, since Lord Todd will be going abroad for some time after that.

7. I understand from the Royal Society that the Secretary of State knows senior Officers of the Royal Society. If Mr Judd agrees to host a meeting, he may consider it would be appropriate to ask Dr Owen if he would wish to attend the

lunch.

RECOMMENDATION

8. I recommend that the Minister of State should agree to chair a meeting, if possible on 11 January, and that the Department should be authorised to start preparatory work on briefing and arrangements with the Royal Society.
